 Unapproved Minutes for January 12, 2006

 

The Marshall County Board of Education met in regular session on Thursday, January 12, 2006 at 5:00 p.m. in the Board conference room at Jones School.

Members present were Debbie Allen, Jerry Campbell, Kristen Gold, Tim Harrison, Jack Keny, John McCullough, Randy Perryman, Ann Tears and Todd Tietgens. No members were absent.

Prayer/Pledge

Ms. Tears made a motion to approve the minutes of the December 12, 2005 meeting. Ms. Gold seconded the motion and the motion passed 9-0.

Mr. Dwayne Cheeves, a maintenance employee, was recognized for his bravery during the recent explosion at Cornersville High School.

The following graduation dates were presented for approval: Cornersville School - May 19, 2006, Forrest and MCHS - May 20, 2006. Mr. Harrison made a motion, seconded by Mr. McCullough, to approve these dates. The motion passed 9-0.

An amended policy #6.304 entitled Student Discrimination/Harassment and Bullying/Intimidation was presented (see attached). Ms. Tears made a motion to approve the policy with the second by Ms. Allen. The motion passed 9-0.

The following were presented in the consent agenda: Trips-Forrest High softball to travel to Panama City, FL to play during spring break, Forrest High Student Council to travel to Brentwood on March 3-5 for state convention. Mr. Keny made a motion to approve the consent agenda with the second by Mr. McCullough. The motion passed 9-0.

Under new business, a letter written by Randy Hubbell, Principal at Lewisburg Middle School, requesting that Jean-Ann Hardison, Holly Barnes and Rebekah Mitchell be approved as volunteer assistant softball coaches was presented. Mr. Harrison made the motion, seconded by Mr. Perryman, to approve these assignments. The motion passed 9-0.

Mr. Campbell made the following motions: In order to comply with state law and give direction from the board in regards to teacher negotiations, I make the following motions:
1) That the work hours per week for Janet Wiles be increased from approximately 26 to 30 and that she be designated as a full-time employee on an 11 month contract.
2) That John D. Pierce, Director of Schools and Janet Wiles, Budget Director, be designated as management personnel and represent the board in all negotiating activities (Negotiating Unit).
3) That the board's negotiating unit be instructed to negotiate only on those conditions of employment as listed under state law 49-5-611;
(1) Salaries or wages
(2) Grievance procedures
(3) Insurance
(4) Fringe Benefits, but not to include pensions or retirement programs of the Tennessee consolidated retirement system
(5) Working Conditions
(6) Leave
(7) Student discipline procedures
(8) Payroll deductions
4) That under no circumstances shall the Negotiating Unit of the Board agree to any type of final and binding arbitration during the negotiation process. Further, that no teacher negotiated contract shall include any language which implies final and binding arbitration.
5) That now and in the future, that portion of teacher health insurance premiums which are funded with local revenues and are a part of the Marshall County Schools budget be calculated and assigned a dollar value. For the current school year, 2005-2006, that dollar value being a maximum of $776.00 per teacher per year for single coverage and $6,623.00 per teacher per year for family coverage. In any future contract negotiations only dollar values are to be considered. (See attached for calculations)

Mr. Harrison seconded the motions and the motions passed 9-0 by a show of hands.

In the Director's report, Mr. Pierce reported that there is a shortage of clerical help at the Central Office due to the amount of paperwork being required by the state. Mr. Campbell made a motion to approve the addition of one clerical person to the organizational chart. Mr. Harrison seconded the motion and the motion passed 9-0.
