In 2003, Tennessee set state growth standards for each tested academic subject based on the progress rate of the state’s students in 1998. Since that time, all TCAP Criterion Referenced Test (CRT) scale scores have been converted into state normal curve equivalents (NCEs) consistent with the base year (1998). Over the past six years, the state has used the grades 3-8 test performance from 1998 as a static baseline when determining value-added scores. The state has made progress in raising academic achievement and this progress has been documented, not only in the TVAAS results, but also in the state’s student performance on NAEP and ACT. During this time many districts and schools have regularly met the state’s growth standard. In many cases, this has resulted in a shift in progress that has steadily moved away from the 1998 base.

Tennessee is implementing new curriculum and assessment standards more reflective of national and international student performance in the 21st Century. As a component of the transition process and as we make ready for the new Tennessee Diploma Project’s more rigorous curriculum standards and assessments, test performance from 2009 was selected as the new baseline for future static growth comparisons.

The Tennessee Department of Education has reset the growth standard to reflect the state’s average student performance in 2009 and will be reported as such in the delivery of the 2009 TVASS results. These new standards should be viewed as the minimal expectation for student academic progress. Tennessee districts and schools are now pursuing a more rigorous expectation for academic progress and attainment. Tennessee districts and schools have demonstrated legitimate success since 2003 and are now positioned to take up the challenges of new curriculum standards, assessment, and reporting measures.

This baseline change and its 2009 reporting should not be viewed as a failure by students to receive quality instruction nor parents, teachers, Principals, Directors of Schools, central office staff, and Board members to provide for a quality education. In fact, Tennessee is pursuing raised expectations toward college and career readiness by re-setting a new baseline prior to implementation of new curriculum standards and assessments. With a footprint in the previous curriculum standards and assessments providing a baseline to demonstrate success, Tennessee’s educational transition to new curriculum standards and assessments will take advantage of a decade’s progress in student achievement.
